The trulkhor exercise where neck rotation is performed while holding the breath is typically known as Griva Shakti Vikasaka (Strengthening the Neck) or simply Neck Rotations within the Nejang (Tibetan self-healing yoga) system.
Specifically, in the Nejang tradition attributed to the Kalachakra lineage, this is one of the initial exercises in a set of 24.
It is practiced as follows:
Inhalation: Take a deep breath and hold it (breath retention).
Movement: While holding the breath, rotate the head slowly in a circle or from side to side.
Retention: The retention (often called kumbhaka or bumpachen) is held throughout the movement to help "purify" or open the energy channels in the throat and neck region.
Exhalation: Release the breath slowly once the movement is complete.
