In the Nejang (Tibetan self-healing yoga) system, shoulder rotation is simply referred to as Shoulder Rotation or part of the "opening the joints" sequence.
The movement is technically called Skandha Chakra (Shoulder Socket Rotation).
Yantra Yoga (Namkhai Norbu tradition): This movement is part of the Tsiegjong (rtsig sbyong), which means "loosening the joints". These are the preliminary "magical movements" used to prepare the body and channels.
How it is practiced in Trulkhor:
Preparation: Sit in a stable cross-legged posture with a straight spine.
Inhalation: Take a full breath and hold it (breath retention).
Rotation: Rotate the shoulders or elbows in large circles while the breath is held. This is intended to clear blockages in the subtle channels near the heart and throat chakras.
Exhalation: Release the breath slowly (for beginners) after completing a set number of rotations.
