Kevin O'Leary is a Canadian-Irish dual citizen who holds a UAE Golden Visa and has publicly stated his intent to pursue full Emirati citizenship. He runs O'Leary Global from Abu Dhabi. The Stratos Project sits on 40,000 acres of unincorporated Box Elder County, runs on 9 gigawatts of natural gas, and is supplied by Tallgrass Energy through a Ruby Pipeline ownership stack that includes Singapore's GIC sovereign wealth fund, Spain's state-related Enagas, Korea's National Pension Service, the UK Universities Superannuation Scheme, and the Canadian Pension Plan. The approval mechanism is MIDA, the Military Installation Development Authority, a Utah quasi-governmental entity created in 2007 to support military infrastructure that has progressively expanded its statutory authority. MIDA bypasses the Utah Public Service Commission, captures 80 percent of project area property tax revenue and returns it to the developer, cuts energy taxes from 6 percent to 0.5 percent, and exempts 100 percent of personal property tax on data center equipment. The MIDA Board has been chaired by Senate President J. Stuart Adams since 2008.
