Tom Paris wasn’t originally meant to be a new character — he was created because using Nick Locarno from TNG would’ve required paying royalties to the writers of “The First Duty” for every single Voyager episode he appeared in. To avoid that ongoing cost, the producers reworked the concept and introduced Tom Paris with a nearly identical backstory. Same idea, new character.
