1 (First Picture) - Get your picture, I searched up ‘laced ribbon overlay’

2 (Second Picture) - After that, go to blending and choose “L.Lnv”

3 (Third Picture) - Then you’re gonna to FX and choose “Tv glitch” and set the width to 0 and you can adjust the intensity to whatever you desire!

4 (Fourth Picture) - Lastly, just position it to the side of your edit and crop it to however you want!
