ปภพก่อตั้งโดย “ลิขิต นิ่มตระกูล” เป็นผู้เชี่ยวชาญเทคโนโลยีบำบัดน้ำเสีย และก๊าซชีวภาพ แบบครบวงจร ระบบ Upflow Anaerobic Sludge Blanket (UASB) CSTR เพื่อผลิตพลังงานจากน้ำเสีย และของเสียจากอุตสาหกรรม แป้งมัน ปาล์ม เอทานอล น้ำยางข้นกระดาษ​ แปรรูปอาหาร กากมัน ขยะอินทรีย์ และหญ้าเนเปียร์ นอกจากนี้ยังมี ระบบผลิตไฟฟ้าจากเซลล์แสงอาทิตย์ (โซลาร์เซลล์) ระบบ Reuse/recycle น้ำ จากโครงแรกของ ปภพขยายมาเรื่อยๆ

จนตอนนี้ทำมาแล้ว 102 โครงการทั่วประเทศ รวมถึงในเวียดนามและอินโดนิเซีย บำบัดน้ำเสียได้ 174,000 ลบ.ม.ต่อวัน ผลิตก๊าซชีวภาพ 1.174 ล้านลบ.ม.ต่อวัน ลดก๊าซคาร์บอนไดออกไซด์ได้ 11,000 ตันCO2 เทียบเท่าต่อวัน
