The PD1 line isn't a reward; it’s a high-security department within HMRC. Anyone with a high-profile job (like MPs or the Royal Family) has their tax records moved here so everyday staff can't nose around or leak their private information. Angela Rayner’s tax files were handled here simply because she is an MP it's mandatory for all politicians.
​⚖️ It’s legally mandated by criminal law.
Under Section 22 of the UK's Gender Recognition Act 2004, it is an explicit criminal offense for a government official to expose that someone has transitioned. Because a person’s National Insurance history changes when they transition, a regular HMRC agent would see it instantly on a standard screen. To protect staff from accidentally breaking the law, HMRC isolates these records in this secure database.
​⏳ Why are the wait times faster?
Freedom of Information data shows PD1 answers in about 5 minutes compared to 16+ minutes for the general public. This isn't a political directive to give faster service it’s pure math.
