The Marcos administration and ICC agents violated both National and International Law by enabling this illegitimate process.

Testimonies from 18 Marines, presented before the Senate Blue Ribbon Committee under Senate President Allan Cayetano, Senator Pia Cayetano, and Senator Rodante Marcoleta, revealed shocking details of corruption. These Marines testified that they delivered suitcases and paper bags full of money to high‑ranking officials, including:

According to the Marines, these funds were converted into dollars and handed over to ICC agents, with the Marines themselves securing the agents during their stay in the Philippines. This scandal, tied to flood control projects, drained our national funds and exposed the betrayal of our country by those entrusted with power.

Furthermore, the Marines testified that attempts were made to confiscate their phones, photos, and videos — evidence that could prove these deliveries. The Ombudsman and the NBI were allegedly complicit in suppressing this evidence instead of protecting whistleblowers. Mainstream media has also failed to expose the full list of officials involved, reinforcing suspicions of corruption and cover‑up.

It is also telling that Senator Erwin Tulfo publicly declared that flood control projects must stop, which only makes him appear guilty of involvement in the scandal. Meanwhile, Senator Panfilo Lacson, during his nine months as Blue Ribbon Committee chairman, accomplished nothing to advance the investigation. Instead, he involved himself in efforts to close the case, further shielding corrupt officials from accountability.

Now, the illegal majority in the Senate and the acting Senate President are attempting to take over the chamber unlawfully, without a full vote of all members as required by Senate rules. This illegal takeover is not intended to pursue justice but to shut down the flood control hearings completely. Instead of exposing corruption, they are pushing impeachment proceedings as a distraction, betraying the Filipino people and protecting those who stole from our national funds.

The so‑called evidence against President Duterte remains baseless and politically motivated. It is clear that Trillanes and De Lima, already convicted, are using the ICC case as revenge against Duterte. Their actions, together with the Marcos administration, mainstream media, and their allies, represent corruption, treason, and foreign interference.

We call on the ICC prosecutors to recognize that this case is not about justice but about political revenge funded through corruption. Justice must be served against those who betrayed the Philippines, drained our national funds, suppressed evidence, silenced the truth through media, and enabled foreign agents — not against President Duterte.
