⚠️ Hanoi is tightening foreigner residence reporting from July 1, 2026.
This matters for hotels, serviced apartments, homestays, Airbnb-style hosts, apartment owners, employers, and foreign residents staying in Hanoi.
Under Hanoi’s new implementation of the Capital Law, accommodation providers must properly declare temporary residence for foreign guests.
The fines are serious:
• 1–3 unreported foreign guests: VND 6–10 million
• 4–8 unreported foreign guests: VND 20–30 million
• 9+ unreported foreign guests: VND 30–40 million
• False or improper invitation/sponsorship procedures: VND 30–37.5 million
Important detail: the listed fines apply to individuals. Organizations may face double the individual fine.
Vietnam is moving immigration compliance into a more digital and traceable system. If you are staying in Vietnam, renting to foreigners, managing apartments, or helping foreign workers, this is something to take seriously.
Source: Hanoi Resolution 56/2026/NQ-HĐND, Decree 282/2025/NĐ-CP, and the 2026 Capital Law.

In part 1, we hit Pops Coffee, tried bún đỏ, visited The World Coffee Museum, checked out the elephant farm area, and explored a side of Vietnam most tourists never see.
