All Indonesia declaration card: New entry requirements for Australians travelling to Bali
Australians need to complete a new form online before they travel to Bali to be allowed entry to the beloved holiday island.

You need to complete the declaration before you apply for your e-Visa on Arrival (e-VOA),” the Australian government’s travel advice arm Smartraveller warns.
Travellers need to apply for the e-VOA online no later than 48 hours before travel. If they don’t, they can still apply for a regular Visa on Arrival when they land in Denpasar. Both visas cost about $50. In addition to this, Bali charges a tourist levy of about $14, which can be paid online before travel or on arrival.
What is the new All Indonesia declaration card?
The new ‘All Indonesia’ declaration card (also known as the ‘All Indonesia’ arrival card) is free to complete and requires travellers to fill out their personal information and travel details in an online portal.
It also requires them to make health and customs declarations.
Once submitted, travellers will receive a QR code to present on arrival in The local tourism industry says travellers will ideally complete the form within three days before arrival.
It will replace previously separate processes for health and customs declarations, like the SATUSEHAT Health Pass.
The new ‘All Indonesia’ entry requirement will apply to all international airports in the Asian country from October 1. Indonesia has been introducing new measures in recent years to better manage the massive numbers of tourists visiting Bali.
There have been police crackdowns to ensure foreigners are abiding by local laws and customs, and Indonesia has pleaded with Australians to explore more of the country beyond the wildly popular holiday island.
Aussie tourists are encouraged to read the Bali government’s official dos and don’ts list that was initially released in 2023 and updated this year. government has also urged travellers to listen to Indonesia’s pleas to behave.
The 150,000 IDR tourist levy came into effect in February last year with plans to use the money to help protect Bali’s culture and environment.
“This money will be used in our efforts to establish sustainable tourism,” Indonesia’s Deputy Tourism Minister Ni Made Ayu Marthini told news.com.au.

Bali entry update - August 2025

The customs declaration and health pass have now been combined into one form.

The form is called “All Indonesia” an online arrival card that combines a few things into one - your Customs Declaration & Health Pass.

Once completed it will provide you a QR code which you will need to then show when exiting customs

Key Facts:

🌴 This does not replace your entry Visa, you still need to complete that

🌴 It’s operational now, as part of a trial

🌴 Every traveller has to fill it in, but one form can be completed for the entire family. The document allows you to “add travellers”

🌴 This online form is Free to complete and if using the correct website you will not be asked to pay for it

🌴 You can do it within 72 hours of arriving

🌴 It has the same MRZ scanning as the new visa form, so you can scan your passport to assist with filling it out

🌴 Once the form is complete it will give you a QR code, you save this and use it to exit the airport

🌴 This does not include the the “Love Bali” tourist levy, that still needs to be purchased separately
