**WHY MANY TEACHERS STRUGGLE TO PASS THE PEDAGOGY EXAM**

Many assume that failing the Pedagogy Exam reflects a lack of preparation or competence. However, the issue is often systemic rather than individual.

First, inconsistent interpretation of national education policies creates confusion. If policies are unified, why do schools implement them differently? Variations in curriculum alignment, assessment standards, and instructional expectations leave teachers preparing within fragmented frameworks rather than coherent national benchmarks.

Second, policies are not always clearly translated into classroom practice. Teachers are frontline implementers of reform, yet structured policy literacy training is often limited. Without practical guidance, competency-based frameworks and assessment reforms remain theoretical rather than actionable.

Third, many teachers are not meaningfully involved in attainment and progress analysis. Modern pedagogy requires data literacyβ€”interpreting trends, identifying gaps, and applying evidence-based strategies. When teachers are excluded from statistical analysis and school-wide performance reviews, their ability to apply data-driven instruction weakens.

Additionally, limited engagement with international benchmarking assessments such as Programme for International Student Assessment (PISA), Trends in International Mathematics and Science Study (TIMSS), and Progress in International Reading Literacy Study (PIRLS) creates misalignment between classroom instruction and global standards.

Finally, there is accountability without empowerment. Teachers are held responsible for outcomes, yet often excluded from policy discussions, strategic planning, and curriculum mapping.

If we expect excellence from teachers, we must provide clarity, inclusion, and capacity-building.
