District Police Kargil undertakes Rescue and Rehabilitation Measures as Incessant Rainfall and Cloudbursts Cause Widespread Damage

District Kargil has been battling incessant rainfall over the past two days, with simultaneous cloudbursts reported in the areas of Chiktan, Panikhar, Budgam/Karkitchhu, and the Batalik sector, resulting in flash floods across several parts of the district. The extreme weather event has caused significant damage to landed property, roads, and machinery, prompting swift action by the district administration and police to safeguard lives and manage the situation.

Taking immediate cognisance of the deteriorating weather conditions, the Senior Superintendent of Police, Kargil, directed all territorial officers to remain on high alert and closely monitor the situation in their respective jurisdictions. Police units across the district have been issuing repeated public advisories, urging residents to avoid unnecessary travel and to exercise caution near vulnerable areas such as riverbanks, low-lying regions, and landslide-prone stretches.
Speaking on the prevailing situation, the SSP, Kargil, stated, "Our foremost priority is the safety of every citizen. We have mobilised all available resources and are working in close coordination with civil administration and Army units to ensure timely rescue and relief for those affected. I urge the public to cooperate with local authorities and refrain from venturing into high-risk areas until further advisories are issued."

Reports from the ground indicate proactive efforts by the local police in coordinating with civil administration and Army units for the rescue and rehabilitation of affected residents. Relief teams have been deployed to the affected sectors to assess the extent of damage and extend necessary assistance. Fortunately, no loss of life or major casualty has been reported from any part of the district so far.

District Police Kargil reiterated its unwavering commitment to the safety, security, and welfare of the public, and appealed to residents to remain vigilant, follow official advisories, and report any emergency or distress situation to the nearest police station or the emergency helpline without delay.

WWF-India Distributes Solar Flashlights to Doxa Families to Strengthen Human–Brown Bear Coexistence in Zanskar

Zanskar, July 19, 2026: WWF-India distributed solar flashlight for 41 Doxa families in two phases from Aksho, Abran, and Himilig villages under its Himalayan Brown Bear Conservation Project.

The initiative aims to strengthen community-based conservation efforts and reduce human–brown bear conflicts by improving safety for pastoral families during nighttime by improving their ability to guard livestock when bears are most active.

The programme was graced by Executive Councillor, LAHDC Kargil, Er. Phunchok Tashi, who distributed the solar flashlights to the beneficiary families. The event was attended by representatives of WWF-India, village Lambardars, Doxa families, and other community members.

The WWF-India team comprising Mohd Kazim (Project Officer), Preet Sharma (Senior Project Officer), and Manu Mohn (Senior Project Officer) emphasized the ecological importance of the Himalayan Brown Bear and highlighted the need for community-led conservation. The team also discussed practical conflict mitigation measures with the Doxa families, encouraging active participation to strengthen coexistence between people and wildlife across the landscape.

Addressing the gathering, Er. Phuntsog Tashi appreciated WWF-India's conservation initiatives and emphasized the vital role of Doxa families in maintaining the health of Ladakh's rangelands. He also highlighted the ecological significance of the Himalayan Brown Bear and stressed the importance of peaceful coexistence between local communities and wildlife. He encouraged continued collaboration among government agencies, conservation organizations, and local communities to safeguard the region's unique biodiversity.

The programme concluded with an interactive discussion between WWF-India and the beneficiary families on strengthening conflict mitigation measures and promoting community-based conservation. The participants reaffirmed their commitment to protecting the Himalayan Brown Bear while ensuring sustainable livelihoods for pastoral communities.

Through such initiatives, WWF-India continues to support community-based conservation approaches that promote harmony between humans and wildlife across the Himalayan landscape.

*Zanskar Police Arrests Israeli National with Suspected Narcotic Substances*

Padum, July 21:
In a significant action against drug trafficking, Police Station Zanskar apprehended an Israeli national at Police Check Post Kargyak/Gonbo Rangjon and recovered suspected narcotic substances from his possession.

Accordingly, FIR No. 23/2026 under Sections 8/20/21 of the NDPS Act has been registered at Police Station Zanskar.

The arrested accused is identified as Adir Yemini, aged 24 years, a resident of Israel, was travelling in a private Alto car (Registration No. UK11A-1621) from Manali towards Zanskar. During routine checking, the vehicle was intercepted and the passenger’s belongings were searched. During the search, police recovered 104 gms of charas-like substance, 16 gms of ganja-like substance, and a negligible quantity of heroin-like substance from his possession.

The recovered contraband was seized and sealed on the spot after observing all mandatory legal formalities.

District Police Zanskar remains committed to its sustained drive against drug trafficking and appeals to the general public to cooperate by sharing any information related to narcotics with the nearest police station or by dialling 112. The identity of informants will be kept confidential.

Police Station Leh Busts Gambling Racket at Choglamsar Spang; 15 Persons Apprehended

In a successful joint operation, Police Station Leh, along with Police Post Choglamsar, busted a gambling racket being operated at Choglamsar Spang, near Flower Field Park.
During the raid, 15 persons were found indulging in gambling activities. The police recovered and seized cash amounting to ₹1,98,370, along with a number of playing cards, Mahjong tiles (locally known as "Pag"), and three tables that were being used for the illegal activity.

In this connection, FIR No. 155/2026 has been registered at Police Station Leh under the relevant provisions of the Gambling Act, and investigation into the matter is presently underway.

District Police Leh remains firmly committed to taking strict action against all forms of illegal activity and appeals to the general public to share information regarding any unlawful activity with the nearest police establishment, so that prompt and appropriate legal action may be taken.

Special Enforcement Drive Against Single-Use Plastic Conducted in Zanskar

Padum, July 20: In compliance with the directions of the District Magistrate, Zanskar, the Rural Development Department, District Zanskar, conducted a special enforcement drive against the use of prohibited single-use plastic (SUP) items in the Padum market area on Monday.

The enforcement drive was carried out in the presence of the Naib Tehsildar, officials of the Police Department, and Village Level Workers (VLWs) to ensure strict implementation of the ban on single-use plastic.

During the inspection, eight shopkeepers were found using banned single-use plastic items in violation of the prescribed regulations. Challans were issued to all the violators, and a total fine of ₹16,000 was imposed and realised during the drive.

The concerned shopkeepers were directed to immediately stop the use of prohibited single-use plastic items and switch to eco-friendly and sustainable alternatives.

The Rural Development Department reiterated its commitment to the effective enforcement of the ban on single-use plastic and urged all shopkeepers, business establishments, and the general public to cooperate in safeguarding the environment by strictly complying with the prescribed guidelines.

The department further informed that similar enforcement drives will continue to be conducted on a regular basis across the district. It warned that strict legal action will be taken against any individual or establishment found violating the ban on prohibited single-use plastic items.

The administration appealed to the public to support the initiative by adopting environmentally responsible practices and contributing towards a cleaner, greener, and plastic-free Zanskar.

During the meeting, Mr. Nurboo highlighted the administrative and developmental challenges faced by the people of the Stoth region and emphasized that the creation of a Sub-Division and Tehsil would ensure better governance, improve the delivery of public services, and accelerate the overall socio-economic development of the area.

He also expressed heartfelt gratitude to the Government for the inclusion of Rangdum within Zanskar and welcomed the historic announcement of an Autonomous District Council for Zanskar under the LAHDC Act, describing it as a landmark decision that will strengthen grassroots governance and empower the people of the region.

Stoth Area Action Committee Meets Hon’ble Lieutenant Governor of UT Ladakh, Seeks Fair Representation for Stoth Region in New Tehsil Formation

Leh, July 19: A delegation of the Stoth Area Action Committee (SAAC) called on Hon’ble Lieutenant Governor of the Union Territory of Ladakh, Shri Vinay Kumar Saxena, and expressed heartfelt gratitude for the recent developmental initiatives undertaken by the Government of India in Ladakh, particularly the historic creation of new districts and the establishment of Autonomous District Councils in every district.

During the meeting, the delegation also discussed the recent announcement regarding the creation of new tehsils in Ladakh. While appreciating the initiative, the committee highlighted the concerns of the people of the Stoth region of Zanskar, stating that the area has been overlooked in the proposed tehsil formation despite its vast geographical expanse and administrative requirements.

The delegation urged the Hon’ble Lieutenant Governor to ensure equitable administrative representation for the Stoth region. Shri Vinay Kumar Saxena patiently heard the concerns raised by the committee and assured the delegation that the matter would be examined through a proper feasibility report and addressed in the coming days.

The delegation comprised Shri Nawang Tashi, Chairperson, Stoth Area Action Committee; Ven. Lama Tsetan; Shri Tsering Namgyal, General Secretary, SAAC; and Shri Tashi Phunchok, Nambardar of Akshow.

During the interaction, Dr. Chhering Tandup presented the geographical and technical challenges associated with the existing tehsil arrangement and elaborated on the administrative difficulties faced by the people of the Stoth region due to its exclusion from the newly announced tehsils.

Following the meeting with the Hon’ble Lieutenant Governor, the delegation also met Adv. Tashi Gyalson, former Chief Executive Councillor (CEC), LAHDC Leh, who assured the committee of his support and pledged to raise the issue at the highest level in the future.

The committee further met Shri Stanzin Lakpa, Hon’ble Councillor of Cha Constituency and General Secretary, BJP Ladakh, and discussed the concerns regarding the administrative needs and developmental aspirations of the Stoth region.

The Stoth Area Action Committee expressed hope that the concerns raised during these meetings would receive positive consideration, ensuring balanced and inclusive administrative development for all regions of Zanskar.

*Police Station Zanskar Conducts Anti-Drug and Cybercrime Awareness Programme for Market Association at Padum*

Padum, July 17:
Continuing its sustained public outreach initiatives, Police Station Zanskar organized an Anti-Drug and Cybercrime Awareness Programme for members of the Market Association at Padum, Zanskar, to raise awareness about the growing menace of drug abuse and cybercrime.
The programme witnessed the participation of shopkeepers, traders, business owners, carpenters, vehicle repair mechanics, and members of the Market Association. During the interactive session, the SHO, Police Station Zanskar, sensitized the participants about the ill effects of drug abuse and addiction on individuals and society and highlighted the provisions of the NDPS Act. Participants were urged to remain vigilant and promptly report any information related to drug peddling or consumption to the police.

The cybercrime awareness session focused on educating participants about common online frauds, including phishing, OTP scams, UPI and QR code frauds, fake customer care calls, social media impersonation, and fraudulent investment schemes. They were advised never to share their banking credentials, passwords, ATM PINs, or OTPs with anyone and to verify online transactions before making payments.

The participants were also informed about the National Cyber Crime Helpline (1930) and the National Cyber Crime Reporting Portal (www.cybercrime.gov.in) for prompt reporting of cyber frauds to facilitate timely action and improve the chances of recovering defrauded money.

The participants appreciated the initiative and assured Police Station Zanskar of their wholehearted cooperation in combating drug abuse and cybercrime through active public participation.

Zanskar Police remains committed to organizing such awareness programmes across the district to strengthen community policing and promote a safe, secure, drug-free, and cyber-aware society.

GDC Zanskar Holds Freshers' Cum Career Sensitization Programme

Government Degree College (GDC) Zanskar organized a Freshers' Cum Career Sensitization Programme to warmly welcome the newly admitted students and acquaint them with the academic environment, institutional facilities, and future career opportunities. The programme was conducted under the supervision of Dr. Amjad Ali Abbasi, Principal, GDC Zanskar, with active participation from faculty members and students.

The event commenced with a warm welcome address by Mr. Hilal, Librarian, GDC Zanskar, who welcomed the faculty members, senior students, and, in particular, the first-semester students. In his address, he encouraged the freshers to cultivate the habit of reading and writing and to make effective use of the college library as a centre for learning, research, and intellectual growth.
As a gesture of goodwill and hospitality, the freshers were felicitated with traditional Khataqs by Dr. Amjad Ali Abbasi, Principal, and Dr. Mohd Hussain, Senior Assistant Professor, Department of Zoology, GDC Zanskar. The ceremonial welcome was followed by a cake-cutting ceremony, in which the newly admitted students joined the faculty members in celebrating the beginning of their academic journey at GDC Zanskar.
The freshers were then invited to introduce themselves and showcase their talents through music, dance, poetry, speeches, and other creative performances. The session provided an opportunity for the newcomers to interact with their peers and teachers in a friendly atmosphere, helping them overcome hesitation and build confidence.
An engaging game session was organized to encourage teamwork, creativity, communication, and leadership among the freshers. The participants enthusiastically performed a variety of fun-filled tasks designed to promote confidence, coordination, and mutual understanding. Winners of the games were felicitated with traditional Khataqs and pens as tokens of appreciation.
Adding a cultural touch to the programme, Ms. Zhomskit, a student of the 5th Semester, presented a graceful dance performance on a traditional Zanskari song.
Addressing the gathering, Dr. Amjad Ali Abbasi, gave a comprehensive overview of the academic facilities, student support services, and opportunities available in the college. He encouraged the freshers to make the best use of the library, laboratories, sports facilities, and all other facilities to ensure their holistic development. He emphasized that the college provides an environment that nurtures academic excellence, leadership qualities, innovation, and social responsibility.
He further advised the students that their college years are among the most crucial phases of life and urged them to remain disciplined, dedicated, and focused on their goals. He motivated them to continuously develop their knowledge, skills, and talents so that they could emerge as responsible citizens and contribute meaningfully to society. He also informed the students that NIELIT computer courses are currently being conducted in the college, they should actively seek opportunities to enhance their digital literacy by learning computers. He encouraged the students to prepare themselves for higher education, research, entrepreneurship, and various career opportunities by making the most of the academic guidance and resources available at the institution.
The programme also recognized outstanding performances during the event. Ms. Stanzin Chuskit received the Best Dress award for her elegant presentation. The title of Mr. Fresher was conferred upon Mr. Stanzin Doat, while Ms. Daechen Chosdon was crowned Ms. Fresher. The newly crowned Mr. and Ms. Fresher concluded the celebrations with a delightful dance performance.
The programme concluded with a formal vote of thanks presented by Mr. Haider Ali Askary, Assistant Professor, Department of Sociology. He expressed his sincere gratitude to the Principal for his guidance and encouragement, the faculty members for their wholehearted support, the organizing committee for the successful coordination of the programme, and all the students for their enthusiastic participation. He appreciated the efforts of both the senior and newly admitted students in making the event a memorable and successful.

Central Prabhari Officer, ABP Karsha, Sh. Ravi Dhawan, IAS Visits Karsha Block, Zanskar

Zanskar, July 16, 2026: Sh. Ravi Dhawan, IAS, Central Prabhari Officer for Aspirational Block Programme (ABP) Karsha, conducted an official visit to Karsha Block, Zanskar today to review the progress of developmental initiatives being implemented under the Aspirational Block Programme.

Upon his arrival, Sh. Ravi Dhawan, IAS was warmly received by the Deputy Commissioner, Zanskar, Sh. Omkar Rajendra Gundage, IAS, Tehsilder Zanskar, Block Development Officer, along with the Heads of Departments (HoDs) and officers of various line departments associated with ABP Karsha.

During the visit, the Central Prabhari Officer toured various educational institutions, Ayushman Arogya Mandirs (AAMs), and Anganwadi Centres to assess the status of service delivery and public welfare initiatives at the grassroots level. He interacted extensively with school teachers, students, health workers, ASHA workers, Anganwadi workers, frontline functionaries, and officials from different line departments to gain first-hand insights into the implementation of government programmes and the challenges faced in this remote region.

During the visit to the Anganwadi Centre under the Integrated Child Development Services (ICDS), the Anganwadi Workers and staff showcased a variety of locally available, nutritious food items prepared in accordance with the Supplementary Nutrition Programme (SNP) guidelines. The display highlighted the use of indigenous cereals, pulses, vegetables, dairy products, and other locally sourced ingredients to ensure balanced nutrition for pregnant and lactating women, children, and adolescent girls. Sh. Ravi Dhawan appreciated the initiative of promoting traditional and locally available nutritious foods, emphasizing that such community-based nutritional practices contribute significantly towards improving health and nutritional outcomes in the remote region of Zanskar while preserving local food traditions.

The Prabhari Officer also reviewed the functioning of various line departments, including Rural Development, PHE, Agriculture, Animal Husbandry and other departments implementing developmental and welfare schemes under the Aspirational Block Programme. Officers of the respective departments briefed him on the progress of ongoing projects, key performance indicators, achievements and challenges in implementation.

The delegation also held interactions with Village Education Committee (VEC) members, school representatives, and local Nambardar. During these interactions, several developmental issues and local requirements were brought to the notice of the Central Prabhari Officer through written representations. Sh. Ravi Dhawan assured the public that their genuine concerns would be examined sympathetically and that every possible assistance would be extended in coordination with the concerned departments.

At Langmi School, Sh. Ravi Dhawan addressed a gathering comprising students, teachers, parents, school staff, government officials, and community members. In his address, he emphasized the importance of quality education, community participation, and coordinated efforts among all stakeholders for achieving holistic development. He encouraged students to pursue excellence through dedication and discipline while appreciating the commitment of teachers and frontline workers serving in the challenging terrain of Zanskar.

During the visit Sh. Ravi Dhawan appreciated the dedicated efforts of all departmental officers and frontline functionaries working under the leadership and guidance of the Deputy Commissioner, Zanskar, Sh. Omkar Rajendra Gundage, IAS. He commended the district administration for maintaining effective coordination among departments and for ensuring focused implementation of the Aspirational Block Programme despite the geographical and climatic challenges of the region.

He also emphasized effective inter-departmental coordination, timely execution of development works, efficient utilization of government resources, and regular monitoring of flagship schemes. He directed the concerned officers to address infrastructure gaps, ensure timely completion of ongoing projects, and strengthen service delivery so that the benefits of government programmes reach every eligible beneficiaries.

The visit reaffirmed the Government's commitment to strengthening last-mile service delivery, promoting convergence among departments, and accelerating inclusive and sustainable development in Karsha Block under the Aspirational Block Programme.
