🚨 “Say No To Academic Marks” — میرٹ بچاؤ، نوجوان بچاؤ 🚨
خیبر پختونخوا میں سرکاری بھرتیوں کا موجودہ نظام ہزاروں قابل اور محنتی نوجوانوں کیلئے مایوسی کی علامت بنتا جا رہا ہے۔ “ESTA Code” کے تحت Academic Marks کو غیر ضروری اہمیت دے کر حقیقی میرٹ کو کمزور کیا جا رہا ہے، حالانکہ پوری دنیا میں بھرتیوں کا معیار صرف صلاحیت، Competency اور Test Performance ہوتا ہے۔
آج دنیا Merit-Based Recruitment کی طرف جا رہی ہے۔
CSS، FPSC، PPSC اور بین الاقوامی Competitive Systems میں امیدواروں کی موجودہ صلاحیت کو دیکھا جاتا ہے، نہ کہ مختلف اور غیر مساوی تعلیمی نظاموں کے پرانے Academic Numbers کو۔
خیبر پختونخوا میں بھی اب وقت آ چکا ہے کہ پرانے اور غیر منصفانہ فارمولوں کو ختم کر کے جدید، شفاف اور خالص میرٹ پر مبنی نظام نافذ کیا جائے۔
حقیقت یہ ہے کہ:
▪️ پورے صوبے میں تعلیم، مارکنگ اور سہولیات یکساں نہیں
▪️ دیہی اور گورنمنٹ اسکولوں کے طلبہ سخت حالات میں تعلیم حاصل کرتے ہیں
▪️ بعض اداروں میں آسان مارکنگ اور زیادہ سہولیات موجود ہیں
▪️ Interview Marks اکثر سفارش اور پسند و ناپسند کے خدشات پیدا کرتے ہیں
ایسے غیر مساوی ماحول میں Academic Marks کو میرٹ بنانا انصاف نہیں۔
اگر حکومت واقعی بہترین لوگ منتخب کرنا چاہتی ہے تو پھر:
▪️ بھرتیوں کو 100 فیصد Test-Based بنایا جائے
▪️ Academic Weightage مکمل ختم کی جائے
▪️ Merit کو صرف صلاحیت اور Performance سے جوڑا جائے
▪️ ایک کی بجائے دو Tests لے کر امیدواروں کو بہتر انداز میں Judge کیا جائے
▪️ Interview Marks کو محدود یا ختم کیا جائے
⚖️ میرٹ کا مطلب صرف نمبر نہیں، بلکہ Equal Opportunity ہے۔
⚖️ ایک غریب مگر قابل نوجوان کو بھی اتنا ہی حق حاصل ہے جتنا ایک بڑے ادارے میں پڑھنے والے طالبعلم کو۔

🚨 “میرٹ یا کوٹہ سسٹم؟” 🚨
پاکستان میں سرکاری نوکریوں کا موجودہ نظام واقعی میرٹ پر چل رہا ہے یا مختلف کوٹوں کے ذریعے اصل میرٹ کو کمزور کیا جا رہا ہے؟
آج ہر طرف کوٹہ سسٹم موجود ہے۔ کہیں زون ون، زون ٹو، زون تھری، زون فور، زون فائیو اور زون سکس، تو کہیں Minority Quota، Disabled Quota، Deceased Quota اور دیگر تقسیمیں۔
سوال یہ ہے کہ اگر ایک امیدوار پورے صوبے یا ملک میں سب سے زیادہ قابل اور ٹاپ پوزیشن پر ہے، تو پھر صرف کسی مخصوص کوٹے کی وجہ سے اُس کا حق کیوں مارا جائے؟
یہ کیسا نظام ہے جہاں:
▪️ ٹاپ میرٹ والے نوجوان بے روزگار رہ جاتے ہیں
▪️ کم میرٹ والے مختلف کوٹوں کے ذریعے منتخب ہو جاتے ہیں
▪️ قابل اور محنتی نوجوان پیچھے رہ جاتے ہیں
▪️ اداروں میں Merit کے بجائے تقسیم کا نظام چلتا ہے
پوری دنیا میں ترقی یافتہ ممالک Merit-Based Systems کو ترجیح دیتے ہیں۔ وہاں اصل توجہ صلاحیت، Skill، Competency اور Performance پر ہوتی ہے۔ جو سب سے بہتر ہو، اُسے موقع دیا جاتا ہے تاکہ ادارے مضبوط ہوں اور نظام بہتر انداز میں چل سکے۔
اگر دو سیٹیں ہیں تو انتخاب اُن دو امیدواروں کا ہونا چاہیے جو سب سے زیادہ قابل ہوں۔ اگر بیس سیٹیں ہیں تو Top 20 امیدوار منتخب ہونے چاہییں، نہ کہ ایسا ہو کہ ٹاپ میرٹ والے باہر رہ جائیں اور کم میرٹ والے صرف کسی کوٹے کی بنیاد پر منتخب ہو جائیں۔
⚖️ حقیقی میرٹ یہی ہے:
“Best Person for the Best Position”
جب اداروں میں قابل لوگ آئیں گے تو ہی نظام مضبوط ہوگا۔ لیکن جب Selection کا معیار صرف کوٹہ، سفارش یا سیاسی تقسیم بن جائے تو ادارے کمزور اور نوجوان مایوس ہوتے ہیں۔
لہٰذا حکومت اور متعلقہ اداروں سے مطالبہ ہے کہ:
▪️ سرکاری بھرتیوں میں Merit کو اولین ترجیح دی جائے
▪️ غیر ضروری کوٹہ سسٹم پر نظرثانی کی جائے
▪️ Selection Process کو زیادہ شفاف بنایا جائے
▪️ Competency اور Performance کو اصل معیار بنایا جائے
▪️ ہر نوجوان کو Equal Opportunity دی جائے

🚨 “Merit or Quota System?” 🚨
Is the current recruitment system in Pakistan truly based on merit, or is the excessive quota system weakening real talent and fairness?
Today, government jobs are divided into countless categories and quotas — Zone 1, Zone 2, Zone 3, Zone 4, Zone 5, Zone 6, Minority Quota, Disabled Quota, Deceased Quota, Gender Quota, and many more.
But the real question is:
If a candidate secures the highest marks and proves to be the most capable person in the entire province or country, why should that candidate be rejected simply because of a quota system?
This system often creates a situation where:
▪️ Top merit candidates remain unemployed
▪️ Less competent candidates get selected through quotas
▪️ Hardworking and talented youth are ignored
▪️ Institutions lose efficiency and professionalism
Across the world, developed nations prioritize Merit-Based Recruitment Systems. They select candidates on the basis of competence, skills, performance, and capability — not on unnecessary divisions and political distributions.
If there are two vacancies, the two best candidates should be selected.
If there are twenty vacancies, the top twenty candidates should be appointed — regardless of background, zone, or quota.
⚖️ Real merit means:
“The Best Person for the Best Position.”
Strong institutions are built by competent people, not by unfair systems. When recruitment is based on quotas instead of capability, talented youth lose hope and institutions become weak.
Therefore, we urge the government and policymakers to:
▪️ Prioritize pure merit in government recruitment
▪️ Review unnecessary quota systems
▪️ Ensure transparent and competency-based hiring
▪️ Give equal opportunity to every talented candidate
▪️ Select candidates on performance and capability only
