stories like these are why I usually say just rent... don't buy..
First and foremost, I know a lot of people will NEVER be a victim of a real estate scam or fraud. Most people who buy a home and do their due diligence, will buy a property without any hiccups.
Unfortunately that's not always the case. And because there is a level of risk, I can't say with 100% certainty that buying a house in Mexico is the best way to go. Because in this case, it sounds like Notarios were involved- which would be a safeguard last step to ensure your transaction is legitimate... Yet they still scammed people too.
Now, I will also admit, I don't know the entire details of this case. So there could be more to this story than just what is reported on..

If you’re planning your move to Mexico, you need to add some extra patience into your timeline.
Here is the lowdown on why things are moving at a snail's pace and what it means for you:
1. The Appointment Bottleneck
Snagging an appointment with the INM right now is like trying to get front-row concert tickets. Between the online system and in-person queues, spots are extremely limited… especially in hubs like Mexico City, Guadalajara, Cancún, or Playa Del Carmen. This is slowing down everything from your first post-arrival registration to renewals and status changes.
2. Slower Decision Times
The days of getting your paperwork processed in 48 hours are mostly behind us. Applications that used to take a couple of business days are now stretching toward the full 20-day statutory limit. Whether you're applying for your first temporary residency or switching to permanent status, expect the INM to take their sweet time.
There will be naysayers to this, but be warned that a quick turnaround is NOT a guarantee
3. The "Residency Card" Ripple Effect
These delays aren't just an annoyance; they have a real-world impact on your start date. Without your physical Resident Card, you can't leave the country until your process is finished
• Pro-tip: Be wary of booking international travel while your application is pending. Exit/entry permits are also facing backlogs, and you don’t want to be stuck on the wrong side of the border.
4. The World Cup Factor
Heads up: Mexico is gearing up for the FIFA World Cup, and the consulates are feeling the heat. Expect consular staff to prioritize visitor visas for fans and event staff in the coming months. This means work-related residence visas might get bumped down the priority list, leading to longer wait times at your local consulate before you even get to Mexico.
Expect these delays to stick around for the foreseeable future. If you have a deadline, start your paperwork yesterday.
ALSO- Don’t fall into the fear mongering hamster wheel… the Mexican consulates are all still open. And even though there are threats from this current U.S. administration to close them, they are just threats. Only threats - for political reasons
