Since the candidate has one year of Canadian work experience, they qualify for Canadian Experience Class (CEC). However, CEC cutoffs have been between 521-527 recently, so CRS 496 might not be high enough to get an ITA right away.
The best move is to stay in the Express Entry pool while improving CRS.
