The resone why you don't see apsara wearing sbai in angkor wat is due to the fact that angkor wat represents fertility. If we look at the word "ap" in apsara, ap means water in sanskrit and water is usually associated with fertility because with out water, plants can't grow. The crowns that apsaras wear are also associated with fertility. The apsara's crown are adorned with floral designs and pattern from nature. But how does this relate to apsaras always being topless? Well, the breast of apsaras also represent fertility as only women have them and they provide life by giving birth which is also another thing associated with fertility.
