Montenegro Moves Closer to EU Membership as Tivat Summit Signals a New Western Balkans Breakthrough.



At the EU-Western Balkans Summit in Tivat, European leaders sent one of the strongest enlargement messages in years. Ursula von der Leyen, António Costa and Montenegro’s President Jakov Milatović presented Montenegro as the clear frontrunner for EU membership by 2028.



But this summit was not only about Montenegro. Brussels also highlighted the Western Balkans Growth Plan, SEPA integration, cheaper payments, “roam like at home,” and new investment in railways, broadband and public infrastructure.

At the same time, Serbia faced sharper criticism over rule of law, media freedom and democratic backsliding. While Montenegro moves forward, Serbia’s EU path remains stalled.



The summit also carried a global message: Europe is backing Ukraine, responding to Putin, and taking a harder “de-risk, not decouple” approach toward China.

Historic moment in Kyiv.

NATO Secretary General Mark Rutte arrived in Ukraine with the full North Atlantic Council for the first NATO-Ukraine Council meeting ever held in Kyiv.

Standing alongside President Volodymyr Zelenskyy, Rutte delivered one of his strongest warnings yet, saying Russia is losing over 30,000 soldiers every month — more in one month than the Soviet Union lost in ten years in Afghanistan.

At the same time, Zelenskyy confirmed Ukrainian strikes on St. Petersburg and Kronstadt, including an oil terminal and a reported hit on the Russian corvette Boikiy during Putin’s economic forum.

The leaders also discussed NATO’s PURL programme, with nearly $6 billion pledged for essential U.S. equipment, including Patriot air defence support for Ukraine.

NATO is now sending a clear message from Kyiv: support for Ukraine continues, Russian pressure is not working, and Europe is preparing for a new phase of air and missile defence.
