The Anglo-American tradition is based on a simple and important principle: although maintaining order requires the government to have power, that power should never exceed the limits of fundamental human rights.
Thomas Jefferson, one of the Founding Fathers of America, believed that the best way to create a balance between the authority of the government and individual freedom was to establish a system that was controlled by the express rights of its citizens.
Jefferson had a deep interest in Cyrus the Great and the image that Xenophon, the ancient Greek historian, writer, and thinker, had painted of him in his "Cyrus Epistles." He read this work many times, and his personal copy, rich in annotations and annotations, is still kept at Monticello, his historic residence.
Xenophon introduces Cyrus as an ideal ruler; A leader who ruled his vast empire not simply by force, but through political delegation and restraint.
Although the American Bill of Rights was directly inspired by the English legal tradition and Enlightenment thinkers, some scholars have seen similarities between some of the principles Jefferson defended and the values associated with the legacy of Cyrus the Great, including religious freedom, respect for local customs, and the preference for tolerance over coercion.

Cyrus’s legacy is a reminder that government must be powerful enough to maintain order, but not so powerful that it destroys freedom.
For Iranians, this legacy is not simply a matter of history. Although the Islamic Republic has systematically ignored the heritage of ancient Iran, and Ali Khamenei has repeatedly insulted Cyrus the Great, Iranians’ interest in Cyrus the Great shows that this historical tradition is still alive.
The rule of law, freedom, and respect for human dignity are not foreign concepts to Iranian history.
