SCP origins starts of at 4chan, there is no one who can own it and the copyright on SCP is Cc-by-sa, if you don't know what that means creativecommons.org/licenses/by-sa/4.0/deed.en this means people can create anything on any SCP, and all they gotta do is credit it, canon is simple to understand, anyone can create a canon as long as they follow some rules and they can't create a main canon, this is because of couple things:
PI: is the copyright (copyright is important because it basically says those people can make a work on this, and make money on this)
PII: would be how SCP started off, at 4chan. SCP wasn't someone's idea and it's a public thing that anyone can use
PIII: because there are so many different canons, so SCP really cant say
